VAMP on x86

Finally, finally, finally
VAMP is now running on a native OpenVMS x86 host for all services, except MariaDB - so the "V", "A" and "P" but not the "M" yet. I still have the database server running on a local Windows host up until the point where a native VMS x86 port appears.
This is a huge step though and I am grateful to Arne who worked with me via the VSI OpenVMS Forum to figure out the technical kinks in getting Apache & PHP running the basic phpBB platform.
