I don't see http://www.Drupal.org on your list of CMS discussions. This is a nice CMS with very strong standards support.

It should work OK on the VMS platform as it is PHP based.

I did try Drupal, but couldn't get it to work. I can't remember exactly what, but it needed some PHP functionality which didn't work properly on VMS.
